Scans are free to use, so of course you can use it I read through your postbook, I didn't know that you had to get permission to use vectors either... but on this site you don't have to get permission to use scans

As a moderator I have the sad necessity to inform you that with your recent actions you have violated MT rules (to which, by creating an account in MiniTokyo , you agreed to follow: MT Policy & Submissions&Submitting )

You submitted something under the wallpaper category with which you have violated one of these points, namely you took a wallpaper that was not created extracted a vecor done by the waller, created your own bg with it and submitted it here to MT. This is called vector ripping and therefore according the the policy (to which you agreed by signing up to MT) is banned.

Consider this your 1st warning, continue to do so, which means two more strikes and you will be permanently banned from the MT community. I do not want to seem rude or harsh on you but rules are rules and if you don't abide by them consequences do arise.
